Major changes about the Top Lane

It's been a while now since our beloved Top Lane got ignored. Most people would say it's balanced how it right now but we actually need feedback from real people above platinum. We decided to change a few things.
- We swapped dragon and herald so the Top Lane is even more important to play around
- We added a completely new Game mechanic. We changed the code of the minions going to each direction. Once you killed a certain amount of lane minions you will get the Top-Buff and deal double damage to towers and constructions.
- Jax isn't a Top Laner anymore. If you pick him Top you will get banned. This champ is basically jail bait to collect the trash.
- Top Land Items are reduced by 350 Gold each so you can scale better into the late game.
