He is known for creating the social contract and wanted to have everyone equal and to make sure that everyone is getting benefited. All laws were supposed to help everyone in the country.
Rousseau is glad but also mad because people are mostly equal and that is what he wanted. Most people have houses and get stuff to help them out in their live and some of the laws do help people in need. It is also bad because we still have things happening that doesn't help everyone and benefit them it on helps some people and that's not want he wanted this country to be like he wanted to make everyone happy and not have people living on the streets because of what has happened to them.
