A strange, terrifying occurrence has been happening in Germany. After passing the Smugness amoungs law, hunters have been slowly been being overwhelmed. Legions of cats seemingly appeared out of nowhere once hunters took to action. The national government has allowed use of WMD's and NATO reinforcements to attempt to curb the problem.
